特鲁多竞选承诺(II)：加国如何收容叙利亚难民?

 

 

 

1）内阁实现性别平衡

1) Cabinet to comprise of both genders in equal numbers: 

 

新内阁将于2015年11月4日宣誓就职。新内阁除了必须一如既往地注重地区、种族和少数族裔的平衡，还需要实现性别平衡。

On Nov 4, 2015 the cabinet will be sworn in. This cabinet will have to look after not only regional, heritage, and visible minority selections as in the past but now also a gender criterion as well. 

 

新内阁将首次出现女性阁员占据半边天。这种选择标准是否会带来问题仍有待观察。但是由于合适人选并不多，从中选择的余地很小。

For the first time, half of the cabinet members will be female. Whether this selection criterion will be an issue later on remains to be seen. The good choices are few when selecting from a smaller pool of suitable candidates.

 

2）在2015年年底前收容2.5万名叙利亚难民
2) Bring in 25,000 Syrian refugees by the end of 2015:

 

 

鉴于时间紧迫，即便不对申请者进行筛选，这也是一个几乎不可能完成的数字。目前尚不存在能在如此短的时间内提供能接收和整合如此大量难民的基础设施。

An almost impossible task given the time left even if candidates are not screened. The infrastructure for receipt and integration for such a large number in such a short time does not exist. 

 

还有人提议使用军机运送这些难民，而这就意味着从现在直至年底每天都需要运送逾400名难民。已经有迹象显示自由党正在寻找借口放弃原有承诺，将这一承诺的期限延至2016年。

There are even suggestions of using military planes to transport refugees. We are talking about over 400 people arriving daily between now and the end of the year. I have already seen signs of finding excuses to back down from this promise by extending it into 2016.

 

3）大麻合法化规范化

3) Legalization and regulation of Marijauna:

这一承诺将使得年轻人更难，而非更易以接触到“大麻”，并可遏止依靠大麻交易赚钱的有组织犯罪。

The promise was to make it harder and not easier for young people to get “pot” and also cut out organized crime from this venture. 

 

安省现行的药用大麻种植销售体系可能会被新规采纳。但是，一旦居民可以在家中种植私人用途的大麻，就会打开潘多拉的盒子，相关的执法、销售和税收问题都会随之而来。

We have a system in Ontario now for growing and selling marijuana for medical uses which can be adopted by the new regulations. However, if people can grow plants at home for private use, it will open up the Pandora’s Box. There will be enforcement, sales, and tax issues. 

 

制定大麻新规的细节需要很长时间。预期这将会是漫长的逐步实施过程，将从大麻少量合法化开始。

The details will take a long time to get worked out.  Expect this to become a drawn-out process coming in stages, starting with the legalization of processions of small quantities.

 

4）恢复人口普查长问卷

4) Return of the long-form census:

加国下一次人口普查将于2016年进行。恢复传统的人口普查强制性长问卷家庭调查是一项浩大的工程，需要花费很多时间去准备和实施。目前尚无法确定加拿大统计局是否能够按时完成任务。

The next census will come in 2016. Switching back to the tradition household survey to the mandatory long form census is a massive undertaking and will take time to prepare and implement. We cannot be sure if Statistics Canada can get this done on-time.

 

自由党政府有很多选择，包括推迟人口普查或等到2022年人口普查时再恢复长问卷。这完全取决于政府是否能够承受这种格式转换的成本。

There are a number of options - postpone the census or wait till the next census in 2022. It all depends if the government can stomach the costs for this format change.

 

5）恢复邮件上门投递服务？

5) Door-to door Mail Delivery?

 

特鲁多承诺中止哈珀取消加国邮件上门投递服务的计划，并会重新检查加拿大邮政局的邮政制度。他还承诺“会向加拿大人提供价格合理的优质服务，无论他们居住在哪里。”

Justin Trudeau promised to stop Stephen Harper’s plan to end door-to-door mail delivery in Canada and undertake a new review of Canada Post. He also promised to deliver “high-quality service at a reasonable price to Canadians, no matter where they live.”

但是这些措辞狡黠的承诺并未明确允诺恢复大约100万已经失去上门投递服务的加拿大家庭的邮件上门投递服务。但是，这该承诺也未明确特鲁多不会全面恢复邮件上门投递服务。

These cleverly worded commitments do not specifically promise to restore door-to-door mail delivery to the estimated one million Canadian homes that have lost the service. Then again, it doesn’t say Trudeau will not completely restore home delivery, either.

 

目前，社区邮箱的安装工程已经停止，邮政局和公众都不知道接下来会发生什么。

The installation of community mailboxes had stopped at this moment. What is to come next is unknown to the Post Office and the public.
