仔细分析万锦市和约克区的市政选举 (六)

 

 

万锦市第7选区过去两届都由Logan Kanapathi当选为市议员。 2014年，他以5,673对3,539票击败了对手乌斯曼。Kanapathi今年6月参加省选，并赢得了省议会议员的席位。为此，该区的市议员席位空出。

Ward#7 was held by Logan Kanapathi for the last two terms. In 2014, he defeated his rival Khalid Usman (5673 to 3539 votes). Logan entered the Provincial Election in June this year and won a seat as a PC member of the Provincial Parliament. As a result, he has to vacate his seat at the Markham City Council.

今年市选和省选之间的时间很短，大多数万锦市居民认为Kanapathi的市议员席位会在即将到来的10月22日市政选举中填补。由于本市议员空缺发生在市政选举年的3月31日，因此，万锦市只需要通过任命而不是通过补选（市政选举法第65（2）条）来填补席位。

To most Markham residents, Logan's seat was expected to be filled in the upcoming municipal election on Oct 22, 2018 given the very short time frame between the two elections. Since this Council vacancy occurs after March 31 in a Municipal Election year, the City is required to fill the seat by appointment & NOT through a by-election (Section 65(2) of the Municipal Elections Act).

Kanapathi辞职日期与即将举行的市政选举之间的时间很短。辞职时市议会也将进入夏季休会。因此，无需给第7选区“指定”一个市议员是明智的。令人惊讶的是，乌斯曼被指定为市议员，只有一位市议员反对这一指定。

There was very little time between the date of Logan's resignation and the upcoming municipal election. The Council was going into Summer recess as well. Therefore it would be prudent not to have an “appointed” ward#7 councillor  given the circumstances. Nevertheless, much to everyone's surprise, Khalid Usman was selected with only one opposing vote.

 

许多居民认为，乌斯曼先生是市议会某些议员的长期私人朋友，这种任命可能会受到个人偏见的影响。显然，乌斯曼先生并不是一个能证明他是一个能团结大众，而不是分裂社区的人。现在，他可以在即将到来的大选中把自己冠以“现任”议员。

Many residents felt that Mr. Usman is a long time, personal friend of certain members of Council and such an appointment could be tainted with the perception of personal bias. Apparently, Mr. Usman has not consistently demonstrated that he is a unifying, as opposed to, a divisive influence in our community. Now, he can claim to be the “incumbent” councillor in the upcoming election.

 

第7选区有九名候选人：Killi Chelliah，Sundy Huang，Johnson Irimpan，Kethika Logan Kanapathi，Mohammed Rahman，Sothy Sella，Elaguppillai Srinathan，Khalid Usman和Malar Varatharaja。

 There are nine candidates for this ward : Killi Chelliah, Sundy Huang, Johnson Irimpan, Kethika Logan Kanapathi, Mohammed Rahman, Sothy Sella, Elaguppillai Srinathan, Khalid Usman and Malar Varatharaja.

 

第7选区将是泰米尔和穆斯林两个移民群体之间的争夺 ，且每个群体都有多名候选人参选。 Kethika Logan Kanapathi是Kanapathi的女儿，预计她将吸引她父亲手下的许多粉丝。乌斯曼将像上次选举一样获得穆斯林的选票。Rahman曾于2010年参选，背后也有大量的穆斯林追随者。如果泰米尔族候选人想要赢得这个选区，他们最好的选择就是不要分散选票，将选票集中在Kanapathi的女儿身上。Sundy Huang是该区唯一的华裔候选人，他应该没有机会。

The ward is a struggle between two heritage groups – Tamils and Muslims, each with multiple candidates entering the race. Kethika Logan Kanapathi is the daughter of Logan Kanapathi and she is expected to retain many of her father's followers. Khalid Usman will pick up the Muslim votes as in the last election. Mohammed Rahman ran in this ward in 2010 and also has a substantial number of Muslim followers. If the Tamils want to hold onto this ward, their best bet is not to split the votes and focus them on Logan's daughter.  As for the lone Chinese candidate, he has zero chances.

第8选区由赵善江把持了几十年的市议员席位。在2014年的选举中，他几乎被李思韵击败（2828对2692票）。 Joseph Remisiar也不甘落后（得了2238票）。让人惊讶的是，赵善江本周宣布退出选举。他的名字仍将留在选票上，如果当选，可能会引起补选！

Ward#8 was held by Alex Chiu for quite a few decades. He was almost defeated by Isa Lee in the last election (2828 to 2692 votes). Joseph Remisiar was not far behind (2238 votes). Alex surprised us this week by withdrawing from the election. His name will remain on the ballot and if elected, it may cause a by-election in Markham!

 

从理论上讲，李思韵应该能够借助2014年选举的劲头再上一步。作为一家华人电视台的新闻主播，她在华人社区确实有一些知名度。曾任公民法官的刘秉纯医生可能会从赵善江的手中获得许多支持者。如果两人都参选，两人一定会拼个你死我活。早在2014年，刘秉纯参加了第6选区的竞选，即使在起步很晚的情况下，他只以200票之差输给了杨绮清。

In theory, Isa Lee should be able to pick up where she left off last time. As a one-time news anchor in a Chinese TV stations, she does have some name recognition in the Chinese Community. Doctor Benson Lau, a one-time citizenship judge, may inherit many of the supporters from Alex Chiu's camp. This would be a close race between the two. Back in 2014, Benson ran in Ward#6 and lost to Amanda Yeung Collucci by two hundred votes only after a late start to his campaign.

Ward#8 is contested by :  Doctor Benson Lau, Isa Lee, Joseph Remisiar, and Howard Shen.
