Election law for Toronto municipal election requires that a voter must be a resident of Toronto, and vote in the ward they live. For non-resident of Toronto, he or she must own or rent a property in Toronto.
Chinese News was told by a reader, alleging Vincent Ke (MPP for Don Valley North) broke the election rule by voting in a ward he does not live in. According to the source, Ke voted with his wife in the advance polls in Ward 17, using an address of a property owned by Christina Liu, the city councilor candidate for Ward 17.
Charity Dipaola, the executive assistant of Ke, does not deny that that Ke has voted in advance polls but claims that Mr. Ke and his wife are residents of Don Valley North. The Kes own a property in Brampton.
Ke has endorsed Christina Liu, rather than Steven Chen as a city councilor candidate for Ward 17. Both Liu and Chen were overseeing election campaigns for Ke when he was running for the Don Valley North MPP in the provincial election, and both are now running for city councillor.
Chinese News visited Liu’s home on Tuesday afternoon, asking if Ke was a resident of the property. A man who refused to give his name answered the door and told the reporter that Ke lived here “occasionally “. Asked if Ke has signed any lease or paid any rents, he responded with “no”. Chinese News has identified the man as Liu’s husband through her campaign materials.
Christina Liu told a Chinese News in a telephone interview that Ke does live in her house occasionally based on a “verbal rental agreement” between Ke and herself. She has confirmed that Ke has not paid rent. “His own home is a little bit further away, so he rented my home. He lives here because he is a local MPP, but he does go back to Brampton as well. “
“We do have a friend(ship) for two years, and he does help bring the groceries from time to time…I don’t know… It’s our relationship, our friend(ly) relationship.”
“He lives here, and he is a resident… It’s our personal relationship I believe.”
When asked if it’s appropriate to offer free rental to an MPP, Liu answered that as a friend, she is not asking for any political benefit.
When asked if Ke voted for her in the advanced poll, Liu said she didn’t know who he voted for.
“It is his personal choice, and I wouldn’t know… I won’t ask about it.
Shelley Carroll and Ken Lister – another two city councillor candidates for the ward responded to Chinese News requests seeking comments. Both stated that they were not aware of the allegations, but they were serious if proven.
“These are very serious accusations and should be fully investigated. I believe it is important to follow the law,” wrote Lister in an email.
“There is precedent in recent past municipal elections, where similar issues have been referred to the Integrity Commissioner, “ wrote Carroll.
Chinese News will follow up with the investigations on the matter.
