In December of 2019, York Regional Council approved a $3.3 billion budget for 2020. It includes an increase of 1.7% to maintain Regional services. The budget increased the 10-year capital plan to $7.1 billion, up $500 million over 2019. It will allow 14 key growth-related road projects to move ahead more quickly. One of these is the road widening of 16th Avenue.

1. Inadequate Stakeholder Engagement. The Environmental Assessment (EA) report published on December 19, 2019 includes list of "Agencies and Stakeholders", but makes no mention of ward councillors or resident groups. There was also no formal stakeholder group involving residents. The York Region decision on Dec 19th to accelerate the necessary funds into a 10-year capital plan, came as a big surprise to many residents. There was to be a meeting on January 22nd in Markham to respond York Region government's request for comments but the government went ahead without waiting for an answer from Markham.

2. Overall strategic Case not adequately constructed. The planned widening will create 6 lanes on the road causing more pollution and safety concerns. Many other communities in North America are no longer using widening as a congestion tool, instead of focusing on better and more frequent transit. There is also the matter of induced demand, where traveller behaviour changes after new road capacity is installed, so that the new capacity is very rapidly filled up again.

3. Alternatives not considered. The preferred solution of additional High-Occupancy Vehicle (HOV) lanes appears preselected and the report written to confirm this conclusion. Significant congestion benefits could be achieved by just improving intersections. The cost of those improvements will only be a fraction of the planned $150 million project.

Using a bus-only reversible centre lane could provide for speedy transit in the peak traffic direction. Buses would use general purpose lanes during non-peak direction. This would reduce the road widening needed from 6 to 5 lanes.

The assumed lane widths are 3.3 metres for a general purpose lane and 3.5 metres for a HOV lane. However, lane widths can be reduced to 3.0 m and 3.2 m respectively and deemed to be safe. Would reduced lane widths not provide benefits such as more room for active transportation options, easier crossings for pedestrians, less disruption to neighbourhood in terms of noise and vibration, less environmental issues (salt, storm water management), less cost to construct and maintain?

A Special Development Services Committee meeting was held on Jan 22nd, 2020 at Markham's City Hall. The keynote speaker was Mr. Ian Lockwood, a transportation engineer who specializes in active transportation, downtown revitalization, and helping cities through collaborative planning, design and engineering.

Mr. Lockwood led a wide variety of transportation projects aimed at making communities more walkable, bikeable, and transit-friendly. He also served as the City Transportation Planner for City of West Palm Beach, USA, where he transformed state arterial roads, local roads, and the city’s approach to parking to help the city overcome its blighted condition and evolve into an economically and socially successful city.

Mr. Lockwood’s current work includes walkability projects, restoring one-way streets to two-way, taming arterials, shared spaces, policy reform, and designing main streets, campuses, and downtowns.

Throughout his presentation, he focused on his accomplished solutions to transform congested city streets into walkable and bikeable paths and relieving traffic by redirecting them into other arterial roads surrounding the most heavily travelled hot spots. His one theory is concise – do not expand more lanes as they will be used up as soon as they are built.

After the presentation and discussions, the Director of Engineering for Markham advised that a staff recommendation report giving due consideration to the discussions from the meeting will be presented at a future Development Services Committee meeting. Markham residents will have to wait for that day to once again push for changes to the proposed plan. At least, there is now some light at the end of the dark tunnel.
