中英对照:福特抗疫政策失误和安省疫情爆发

Doug Ford draws praises, but his missteps hurt Ontario pandemic response

The unprecedented pandemic exposes the strengths and weaknesses of leadership, testing its ability to recognize the threat of the epidemic even before the signs of the outbreak emerged. While the overall pandemic response of the Ontario government under Premier Doug Ford draws praises, some earlier missteps have prevented Ontario from effectively containing the virus early on. These mistakes have allowed the virus to take roots and begin its furious growth in Canada's most populous province.

March break is the critical time to prevent a wave of imported infections from flooding the Canadian soil. B.C., the province that was hard-struck at the outset of the pandemic, earned a bragging right for showing to flatten the curve at a much earlier stage than Ontario and Quebec. Dr. Bonnie Henry's leadership is the key to success. Facing the risks of being criticized for overeating, the province's top medical official decisively issued a warning against leisure travel before the start of its spring break. The crucial decision has put the coastline province on a relatively quick and easy path to stabilize the crisis, as all statistical measures -- from per capita death figures to hospitalization and case growth rate – has proven the point.

But at the time when B.C. recommended against all non-essential travel outside of Canada on March 12, the Ford government, wary of the economic consequences, told families to "go away" and "have fun" during the week-long holiday. Inspired travelers under the advice flocked to Europe and the sunshine states to enjoy the foreign atmosphere, and unknowingly brought back the actively circulating virus when they returned home. But before they left, Florida declared a public health emergency on March 1 and New York followed on March 7, while Italy and Spain started to experience the exponential pace of infection growth.

Ontario saw a spike of positive cases in late March, reflecting a dramatic increase of infection brought home by March break travelers. On March 27, the virus carriers jumped by 118, tripling the average case of 30-40 in the preceding days. Since then, the reported daily confirmed cases have continued to land in multiple hundreds, and the province has faced an uphill battle to contain the spread of the virus. Despite increased testing and stringent social distancing measures, the number of infected patients continues to surge, while a growing number of outbreaks erupted in long-term care facilities and senior homes. As of April 27,
Ontario has over 14865 confirmed cases and 892 deaths, almost ten folds of that in B.C.

The hardest-hit province in Canada is Quebec, the geographically largest region in the country. With only 22 percent of the population in Canada, it has about half of the country's cases and its death tolls. March break happened on February 28 in Quebec, weeks earlier than COVID 19 was on the radar for the politicians in the province. Just like their Ontarian counterparts, thousands of Quebeckers drove to U.S. and flew to Europe under no travel restrictions. The spring break was the culprit for the province's rapid expansion in infection and severe illness, according to independent health experts.

在肆虐的瘟疫面前采取最佳应对措施需要领导眼光,洞察力和政治勇气。长期以来缺乏公共健康领导文化的安省虽然疫情处境好于魁省,但却未能像卑诗省那样防患于未然,将瘟疫苗头扼杀在萌芽之中。希望安省能吸取这一惨痛教训,在下一个病毒潮来临前及时认清危机,打好下一个瘟疫之战。

Making the best pandemic response under the circumstances requires leadership's vision, insight, and political courage. Ontario may have avoided plunging into a devastating state as Quebec. But, lacking a public health leadership culture, the Ontario government wasn't able to keep the virus at bay as early as B.C.  Hopefully, the painful mistakes can offer valuable lessons and experiences that will set the province on the right path in its next pandemic battle.
