中英对照：加国公民态度改变特鲁多中国立场

 

 

尽管近年来中国对加拿大多次逞凶耍横，渥太华一直对加国的第二贸易伙伴中国唯唯诺诺，少有冒犯。特鲁多的这种过于温和的中国立场一直遭到舆论批评。然而近月来特鲁多对中国态度似乎发生了巨大变化，公开声讨中国蛮横扩张行径，且誓言不会向中国屈服。加国公众舆论是迫使特鲁多态度转变的重要契机。

 

Instead of adopting a tough stance on the regime that repeatedly bullied Canada, the PM was reluctant to lash out against Canada's second-largest trading partner. For years Trudeau faced criticisms for being too soft on China. But his attitude has shifted drastically, speaking out against China's predation and vowing to stand up to Beijing.  The public opinion was the driving force for the PM's changed tone on China.

 

中国对中小国家加拿大反复施威，并对全球国际秩序造成越来越大的威胁。为了报复加国逮捕华为高官孟晚舟，中国拘禁了两名加国人质长达2年之久，并拒绝数十亿元的加国农产品的进口。中国还劫持了加国知识产权，并单方撕毁合同，使数百万元的疫苗合作毁于一旦。除此之外，中国还胁迫世卫组织对台湾早期提出的新冠病毒警告置之不理，并藐视医学常规，给部分人口接种了未经临床试验批准的疫苗。

 

China has repeatedly displayed dominance over middle powered Canada and posed a growing threat to global order. It has incarcerated two Canadians for nearly two years and banned billions of dollars of Canadian agricultural products as retaliation for the arrest of Huawei executive Meng Wanzhou. It hijacked Canadian intellectual properties and destroyed a multimillion-dollar vaccine partnership with Canada. It has pressured the WHO to ignore Taiwan's warnings about the virus and has trampled science by inoculating part of the population through unproven vaccines.

 

就在中国逐渐显露出其真实面目之后，特鲁多仍对中国缩手缩脚。今年一月，加拿大政府在了解中国囤积PPE的前提下，仍将16吨的防疫用品运往中国。在两国关系紧张期间，特鲁多宣布了中加联合疫苗开发项目，准许中国疫苗开发机构与加国实验室一道进行临床试验。当中国在全球疫情初期的行为遭到国际社会指责时，特鲁多也未曾加入西方同盟国起诉中国的阵营。面对中国霸权贸易行径，特鲁多也不敢以对中国增加关税的方式进行反击。

 

PM Trudeau had shown its timidity with China even after the regime revealed its real face to the world.  In early Jan., the Canadian government shipped 16 tons of PPE to China, despite knowing China was hoarding the equipment. Amidst strained bilateral tensions, Trudeau announced the CanSino partnership, allowing the Chinese vaccine maker to conduct clinical trials with a Canadian lab. The heightened global scrutiny over China's earlier role in the global pandemic has not seen Trudeau join the Western allies to sue China for damages. While Canada is under China's bullying trade actions, Trudeau failed to impose tariffs on Chinese goods to retaliate.

但是加国人士却看清了中国的真面目。今年5月份的安格斯调查充分显示了加国人士对这个践踏法规之政权国家的负面看法，且对中国持有好感的加国人士比率在急剧下降。

 

But Canadians can see China's wrongdoings. An Angus Reid survey in May painted a clear picture of Canadians' negative sentiment on the rule-trampling country, revealing that Canadians having a favorable opinion on China were in free fall. 

 

有85%的被调查者认为中国掩盖了Covid-19病毒真相，88%对中国的人权和法制现状非常失望。更有甚者，仅有14%的被访者对中国仍持乐观态度，还不到6个月前的一半。

 

Eighty-five percent of Canadians in the survey believe China has covered up on Covid 19 virus, while 88 percent were disappointed over its human rights or the rule of law. More shockingly, only 14 percent of respondents held positive outlooks on China – less than half of what it was six months ago.

 

加拿大人还希望其政府能对中国采取更为严厉的行动。被访者中五分之四希望加拿大能听从情报部门的建议，拒绝华为竞标加国的5G网络。仅有11%的被访者希望加拿大与中国继续贸易往来。

 

Canadians also demanded their government's more hash actions on China. Four in five of those polled wanted Canada to follow its intelligence community's advice and reject a bid by Huawei 5G network. Only 11 percent wanted Canada to continue its trade with China.

 

加国人士的态度给特鲁多敲响了警钟，表明他们对总理在中国问题上的软弱立场和伪善行为极为不满。特鲁多认识到他的中国政策行不通，更重要的是，如果他一意孤行，继续无视加国公众的愿望，那么在下次大选来临时，加国选民会让他吃不了兜着走。该是加国总理从根本上改变对中国立场的时刻了！

 

Canadians' reactions sent a chilling message to Trudeau, indicating that they disapproved of Trudeau's weak leadership and hypocrisy in China. Trudeau realized that his current policy of trying to cozy up with China had not gotten Canada very far, and more importantly, he might face a tough battle in the next election if he continued to ignore the voice of the Canadian public. He saw an urgent need to change his stance on China radically.

 

在5月份的媒体发布会上，特鲁多首次打破沉默，质问疫情在中国何以蔓延，并在疫情早期中国政府对疫情采取了哪些控制措施。在中国驻加国大使丛培武对30万香港加国人士的生命安全进行要挟时，特鲁多指责中国采取胁迫外交，并表示加国政府要捍卫居住于世界各地加国人士的权利和价值观。

 

In a media briefing in May, Trudeau broke his silence by raising questions about how the pandemic started in China and its handling of the crisis in earlier days. After Cong Peiwu, the Chinese ambassador to Canada threatened Canada with the safety of 300,000 Canadians in Hong Kong, Trudeau called out Beijing for its coercive approach to diplomacy, saying his government will stand up for the Canadians' rights and values around the world.

 

公众舆论下，特鲁多只好审时夺势，改弦易辙。

 

It is a changed course under public pressure.
