Amid second wave crisis, Canadians cannot put up with more letdowns by their government

新冠疫情二次来袭给加拿大带来了更大灾难,使更多加国人士面临财务危机,导致精神健康受损,生活贫困。许多人认为第二波疫情中,加国各级政府有不可推卸的责任,他们白白浪费了春季赐予的将疫情一网打尽的良机,使病毒秋季卷土重来。新疫苗的到来给了加国政府将功补过,灭除疫情的第二次机会,但如果加国各级领导层在疫苗战中再次失利,使公众不满加剧,这些各级执政党也就别想能稳坐江山。
 
The second wave of pandemic wreaks more havoc in Canada, as more Canadians see their financial wellbeing in peril, mental health in decline, and lives in crisis. Many people pin their blames on the government’s failed leadership that squandered the opportunity to suppress the virus in spring before the infection began to rise again. The promise of new vaccines may give the government a second chance to make things right, and failing to do so can escalate public dissatisfaction, putting the governments’ survival at risk.

省级政府本可以在春末夏初建立起一套完善地病毒测试和跟踪系统来控制疫情蔓延。大规模的测试能力和即时的测试结果,加之有效的病患追踪程序可以迅速识别出感染的病患,找出病毒源,并阻止其进一步传播,蔓延。在新冠病例减少,医疗体系面临压力较小的几个月前,各级政府本来可以借此时机通过改善现有的测试追踪系统,雇用更多的一线卫生保健工作者,增加更多的测试处理设施,并建立其及时有效的病患追踪系统而将病毒一网打尽,至少灭绝其大规模的复发,传染力。
 
Provincial governments could have curtailed the pandemic in early summer by taking advantage of the test-and trace system.  A large scale testing capacity and immediate results, coupled with contact tracing effort, could quickly identify infected patients, isolate the virus source, and prevent it from spreading further.   The governments could have improved its poor test-and-trace capacity as the positive cases declined, and as the healthcare system faced a less severe strain. They could have hired more frontline health care workers, added more test processing facilities and built contact tracing capacities.
 
但是即使明了防御二次疫情来袭的唯一有效措施,各级省府却对都采取了随其自然或坐以待毙的应对方法,而联邦政府也未能提供迅速有效的支持,帮助省府及时灭除新冠病毒。随着学校开学,寒冷天气下人们闭门不出,病毒再次卷土重来,且来势更凶猛,疫情更猖獗。
 
However, knowing the powerful solution to an inevitable crisis, the provincial governments sat on their hands and did nothing, and the federal government failed to provide sufficient immediate support.  The virus to come back with a vengeance as schools started and the indoor activities surged.

As a result of the government’s missteps, infection rates skyrocketed, backlogs clogged the crippled testing capacity, and ICU patients inundated the hospitals. Backed into a corner, the government issued widespread shutdown orders as a last resort. The second wave of shutdowns has sent more widespread destruction waves across the economic landscape, devastating the already struggling businesses, causing massive job cuts, and wiping out a part of the economy altogether. Regardless of suffering a job loss or not, Canadians face the same threats caused by a crippled economy – from potential tax rate hikes to volatile investment and housing markets.

As a temporary crisis turned into chronic ones, more Canadians slipped into mental health crises that saw depression, anxiety, drug, and alcohol abuse rapidly climbing. Insomnia and sleep disturbance levels are on record high levels that stunned mental health experts, with more than half of Canadians in a Sept. covid-19 study reporting having trouble to sleep.  An Angus Reid Institute study also revealed that as Covid infection rates spike, Canadians suffered dread on a slew of issues caused by the pandemic – including mental illnesses, poverty, debt, insolvency, business failure, and divorce while suicide thoughts surged rapidly.



对抗covid-19的另一强大武器疫苗的出现,给加拿大人带来了希望,使他们在万般黑暗中见到一丝曙光。但是,特鲁多政府宣布加拿大人接受疫苗会晚于其他发达国家,这一消息无疑火上浇油,让在忧郁和失望中挣扎的人们更加焦虑和愤怒。身心受损,疲惫不堪的加民众已达到了极限,他们已无力再承受因政府失误而带来的任何新的灾难和创伤, 特别是再次坐失良机,贻误了接种疫苗的最佳时机。如果加国政治领袖们继续悠闲自得,做着疫情不战自毙的美梦,且在带领全国抗疫过程中屡屡犯错,那么加拿大人会把心中的怒火转移到他们身上。加国各级省和联邦政府最好认识到加国公众的不满情绪,并全力以赴打好这场疫苗战,否则下次大选时选民会给你们颜色看!
 
Vaccine, another powerful weapon to fight covid-19, has given Canadians hope, allowing them to see the light at the end of the tunnel.  But the announcement by the Trudeau government that Canadians would not get vaccinated as quickly as citizens of other nations has set off a firestorm, sparking a new wave of public concerns, anxieties, and anger amidst gloom and doom. The weary and agitated Canadians have reached their limit and cannot put up any more letdowns by their government – such as missing the opportunities for the highly time sensitive vaccination. Their anger and frustration could quickly shift towards the political leaders who continue with their wishful thinking and make repeated mistakes. The ruling governments – provincial or federal alike should take notice, or they will see the public reactions at the ballot box.
