中英对照：中国抛弃与加国疫苗的合作给特鲁多政府帮了大忙

 

对中国疫苗技术抱有天真幻想的加国联邦政府曾盲目追求与中国CanSino的合作项目,而该项目的失败让加国人士付出了代价。在新冠疫情初期，渥太华急于与中国疫苗开发商CanSino达成合作协议，且投资$4400亿以建造生产该项目用于临床试验疫苗的设施。但是，随着合作项目的终止，这个设施改建项目也被迫停工，加拿大也同时失去了自我生产轰动全球的辉瑞和麦康纳尔疫苗的能力。 

 

Ottawa's blind faith in China's vaccine success had let it chart a wrong course by pursuing the CanSino vaccine partnership, which costs Canadians dearly. Early in the pandemic, Ottawa invested $44 million to create a production facility for clinical trials as it eagerly pursued a partnership deal with CanSino, a Chinese vaccine developer. However, the failed partnership has seen the facility project abandoned, and Canada cannot produce the Pfizer and Moderna vaccines coveted worldwide. 

 

在新冠疫情初期，特鲁多似乎坚信中国的疫苗产品是世界的救星，而与中国合作疫苗开发是加拿大人摆脱疫情危机的契机。渥太华曾不惜一切代价与中国疫苗开发商铸成伙伴关系，包括拿出数千万美元将国家研究中心的设施改造为中国SinoVac项目疫苗生产厂。中国在七月份推迟向加拿大运输疫苗试验样本，但这丝毫未能动摇特鲁多对该项目的信念，他继续与中国政府进行会谈，欲确保该合作计划将能“顺利”进行。即使在北京决定取消在加拿大的临床试验，导致合作项目彻底失败之后，加拿大的研究机构仍在与中国军方合作开发疫苗。

 

During the early days of the pandemic, Trudeau seemed to hold a firm belief that China's vaccine was the savior of the world and that a partnership with China can pull Canadians out of the pandemic crisis. Ottawa was willing to court a deal with China at any cost – including dolling out tens of millions of dollars to turn an NRC facility into SinoVac's vaccine producer. China delayed shipment of the vaccine candidate in July, which did not shake Trudeau's faith, as he continued the talks with Beijing to ensure that the program would carry out in "an uninterrupted fashion." Even after Beijing abandoned the agreement by canceling the clinical trial in Canada altogether, Canadian research facilities have kept working with China's military on vaccine development. 

 

但与SinoVac的这项合作似乎从一开始就注定了其失败的命运。中加关系因孟晚舟的逮捕而愈发紧张，而不断践踏法律的专制政府会诉诸任何手段来发泄对外国政府的不满。如果中国可随心所欲地扣押加国人质，并禁止进口加国农产品，又有什么能阻止它任意撕毁与加国实验室的合作开发项目，不让疫苗试验产品进入加国？

 

The partnership deal was ill-fated from the outset. China and Canada's relationship has deteriorated rapidly as friction over the arrest of Meng Wanzhou mounts. The law-trampling regime would resort to any means to express its displeasure towards a foreign government.  For a country that can arbitrarily detain two Canadians and ban Canadian agricultural imports at its whims, it seems nothing could stop it from tearing down a partnership with a Canadian lab and blocking a vaccine candidate from reaching Canadian soil.

The Chinese medical system that lacks clarity and transparency is incongruous with the Western's robust and stringent regulatory regime, creating systemic barriers for any medical partnership between Canada and China. China's vaccine industry has struggled with scandal-tainted credibility, leading to vaccine hesitancy in its clinical trials in foreign countries and creating buyers' skepticism in the global vaccine markets. “China lacks credibility, and people (here) wouldn't feel safe with the shot 'due to its origin," said the Brazil President Jair Bolsonaro in referring to CNBG's clinical trial in the country. Despite 86 percent of efficacy claims in its phase-3 clinical trial in the UAE, SinoPharm's vaccine cannot enter the North American markets.

 

自由党政府所投资的那项国家研发中心的设施改造项目根本不适于生产以mRNA技术开发的辉瑞和麦康纳尔疫苗，而CanSino合资项目的流产使这一设施改造项目前功尽弃，加国生产目前全球最抢手的国际一流疫苗也就无从谈起。当特鲁多宣布的加国疫苗生产能力不足的消息在全国内引发轩然大波之际，保守党领袖奥图尔指责其罪魁祸首为自由党政府与中国的过分合作。

 

Under the Liberals' refit plan, Montreal's NRC facility was unsuitable for producing vaccines with mRNA technology, which Pfizer and Moderna vaccines employed. The CanSino vaccine deal's collapse has rendered the planned facility useless, leaving Canada unable to manufacture any vaccines domestically. As Trudeau's announcement on the incapability of Canada's domestic vaccine production sparks a firestorm, Conservative leader O'Toole accuses the Liberals of putting too much emphasis on the partnership with China.

 

渥太华仅在与中国的合作项目失败后才将注意力转向了辉瑞和麦康纳尔疫苗，可以说向这两家美国公司购买疫苗是自由党政府在此疫苗战役中所迈出的最正确的一步。正因为争购了这两家疫苗产品，加拿大人才得以跻身接种国际先锋疫苗的前列，使特鲁多的少数党政府避免了因信任危机而陷入丑闻。从这个意义上说，中国抛弃与加国的疫苗合作计划实际上是给加国人士带来了福音，也给自由党政府帮了一个大忙。

 

Ottawa turned to other vaccine candidates –Pfizer and Moderna only after the Chinese deal had fallen apart. Pursuing vaccines from the American drug makers seems to be the best strategy the Liberals have ever made, which has allowed the Canadians to jump on the bandwagon for world-leading vaccines and prevented the minority government from a confidence crisis and controversy. In this sense, China did a great favor to Canada and the Liberal government by deserting the CanSino partnership program.
