Ontario is slowly coming out of the COVID 19 “Lockdown” cycle over the last few weeks. While Toronto and Peel Region are still kept under Lockdown, the province is gradually transitioning each region from the shutdown measures to a revised and strengthened “COVID-19 Response Framework: Keeping Ontario Safe and Open”.

There are five zones of public health measures : Prevent (Green Zone), Protect (Yellow Zone), Restrict (Orange Zone), Control (Red Zone), and Lockdown (Grey Zone). From the “Lockdown” category, each Region is first shifted into one of the zones depending on their statistics on Covid 19 infection cases.

Under the “Lockdown” zone condition, everyone is asked to stay home and only go out to secure food, medicines, and exercise outdoors. The restrictions are very clear and easy to follow. Once entering the “Red Zone”, things are getting more complicated. There are many details to follow and inspectors are ready to issue tickets and impose huge fines for violations of the regulations, starting with $880 tickets. Not knowing these regulations is not an excuse for not implementing them.

Let us look at what these “Red Zone” regulations are with respect to our socializing activities and dining at restaurants:

Maximum number of patrons permitted to be seated indoors is 10 and patrons have to be seated with 2 metre minimum between tables. No buffet style service is allowed and patron contact info (one per party) is required. Face coverings are mandatory except when eating or drinking only. For the employees, eye protection is necessary where patrons without face coverings are within a distance of 2 metres.

Outdoor dining, take out, drive through, and delivery permitted. Previously, under Lockdown conditions, Outdoor dining was prohibited.

Contact information for all seated patrons are required. Limit of 4 people may be seated together. The volume of music must be limited (to be no louder than the volume of a normal conversation). Strip Clubs are closed.

All establishments under this regulation will exercise limit operating hours, and close at 10 p.m. Liquor sold or served only allowed between 9 a.m. to 9 p.m. Consumption of liquor must cease between 10 p.m. to 9 a.m.

For all restaurants, bars, and other food and drink establishments, screening of patrons (for example, questionnaire) is required. Finally, a safety plan must be available upon request.

One big concern is the “availability” of a Safety Plan. It was reported that inspectors can and have asked for them when they visit the above premises. When a safety plan is not available, tickets can be issued. Each ticket is $800 and when miscellaneous charges are added, the total comes to $880 and it is a hefty fine. I know that they have issued such tickets already!

To my knowledge, many restaurants are still not aware of the need for a safety plan.  There is a guideline from the Government for such plans and I will share it with everyone next time.
