General Jennie Carignan, Canada's new Chief of Defence Staff, recently addressed the urgent need for Canada to prepare for emerging threats from China and Russia over the next five years. She highlighted the risks associated with the loss of Arctic ice cover and the development of new long-range weapons, emphasizing that Canada must be ready to counter both conventional and unconventional threats. For members of the Chinese Canadian diaspora, who have already endured considerable stress due to intangible interference from their home country, this warning has heightened their concerns even further.
As a member of the Chinese Canadian community, I have witnessed firsthand the impact of these intangible threats. Surveillance and political coercion targeting overseas dissidents have created an environment of uncertainty and fear, leading to heightened scrutiny and pressure on our community. These threats have extended into the scientific fields, leaving many Chinese Canadian researchers caught between geopolitical tensions. Some have leaked critical research information under the manipulation of the Chinese government, while others have faced overreaching reactions from the US and Canadian governments. Economic coercion, business sanctions, and political interference actions create divides within our community. Differing views on China’s policies lead to tensions and mistrust, while disinformation campaigns polarize opinions and destabilize the social fabric. During Canada's 2021 federal election, misinformation targeted at the diaspora community aimed to sway opinions and influence voting behaviors, deepening societal rifts.
General Carignan's warning about the tangible threat of missile attacks adds another layer of concern. The development of hypersonic missiles by China and Russia, capable of traveling at speeds exceeding five times the speed of sound and changing course mid-flight, represents a substantial leap in offensive capabilities. While the likelihood of missile attacks depends on several factors, including geopolitical tensions and deterrence strategies, the mere prospect of such an event heightens anxiety within our community.
The implications of these threats for the Chinese Canadian diaspora are profound and multi-faceted. Beyond the paramount concern of physical safety, community tensions could rise, leading to increased scrutiny and suspicion towards individuals of Chinese descent. This is reminiscent of the aftermath of the Pearl Harbor attack in 1941, when Japanese Americans, particularly in Hawaii, faced heightened suspicion, internment, and severe discrimination. Economic disruption from missile attacks could affect businesses and employment opportunities within our community. Politically, the landscape could shift dramatically, impacting immigration policies, security measures, and foreign relations. Moreover, living under these threats can have significant psychological implications, leading to increased anxiety, stress, and a general sense of insecurity.
While both tangible and intangible threats from China are significant, it is essential to recognize that intangible threats are more immediate and pervasive, impacting our daily lives. General Carignan's warning underscores the need for Canada to prepare for these emerging threats comprehensively. Addressing these challenges requires a nuanced approach that considers national security concerns and the rights and well-being of all Canadians, fostering an environment of inclusivity, understanding, and resilience. In the face of these evolving threats, we must stay informed, support one another, and build alliances with other ethnic and activist groups to ensure the safety of our community. These challenges also demand that Chinese Canadians become more politically active and engaged in advocating for policies that counter foreign influence.
