中英对照:屡次出征的移民社区再次奋战新冠沙场第一线

Rising Covid crisis brings a reckoning moment for anti-immigration forces

从历史上的全球性战役到当代的反恐战争,旅居北美的移民们都自愿参军入伍,奋战于陆海空前线,为移民国奋勇杀敌,其奉献和牺牲要高于许多当地公民。同样,在今天与病毒的这场战争中,又是有很多移民战斗在疫情前线,冒着自身健康和生命危险为移民国的正常运转,为满足当地公民的基本生活要求,提供着基本和必不可少的服务。
 
From historical global battles to the contemporary War on Terror, immigrants in North America joined the armed forces fighting for their adopted country. They have volunteered and fought on land, sea, and air throughout history and sacrificed far beyond their civic duties. Again, in the current War against the Virus, many immigrants battled in the Covid frontline, risking their health and life to ensure Canadians' life necessities and provide services essential to the country's functioning.

在北美的历史战役中,移民参军上战场的比例相当可观。新移民1846年的美墨战争中人数壮大。在1860年的美国内战中,新移民士兵因响应联邦政府号召征战沙场而获得荣誉勋章。在2003年美国入侵伊拉克的战争中,数千名志愿者为未曾加入美国国籍的移民人士。而在加国本土,几百名华人曾自愿入伍,代表加国出战1914年的一次世界大战战场。几十年后,又有很多华人入伍在二次世界大战中为加国利益与敌军奋战。
 
Immigrants' military representation is prominent across North America. Newly arrived immigrants made up a large portion of army recruits in the 1846's Mexican-American War. In the Civil War of the 1860s, immigrant soldiers earned a Medal of Honor for their heroism in the Union cause. Several thousand in US uniforms invading Iraq in 2003 were not US citizens.  On our home turf, hundreds of Chinese volunteered for the Canadian army in WWI in 1914. Decades later, they joined the Canadian military, fighting for Canada in WWII.

Immigrants joined the historical wars to seek citizenship opportunities and to demand equal civil rights and better economic status upon return.  But they are often faced with more policy barriers to gain the coveted equality. The 1923 Immigration Act excluded Chinese veterans from Canadian citizenship, despite their commitment to Canada through their brave actions and sacrifices.  It wasn't until the Act repealed after WWII that more Chinese immigrants could obtain citizenship and pursue professional careers.

Today, the immigrant community makes up a disproportionately large number of essential service providers fighting in the frontline of the War against the Virus. Arriving in Canada with unrecognized foreign credentials, they struggle financially and must take labor service jobs – from personal support workers to warehouse laborers to restaurant employees – to support their families. Canadians can shop online, get their life necessities and enjoy healthcare because of immigrants' essential services.  According to StatsCan, immigrants accounted for 78 percent of Toronto's senior and patient care service providers in 2016. While making up 26 percent of overall employment, 35 percent of job takers in the Covid hard-hit food and accommodation industry were immigrants.

However, the low-wage precarious jobs provide the lowest level of protection against Covid, and many juggle multiple part-time jobs without sick leaves and access to vaccines. As a result, the immigrant community shoulders a significant burden of virus and suffers heavy casualties in both infection and death tolls. In Manitoba, Filipinos, the essential service worker-centered community, make up 7% of the province population while accounting for 12% of the Covid cases. In Toronto, racialized minorities reported 79 percent of Covid cases while sharing only 52% of the population. The virus has taken a disproportionate toll on communities of color and immigrants in the US,  as the figure released by the Guardian and KHN reveals. 
 
移民社区屡次在卫国战役以及战后重建经济过程中起着举足轻重的作用。但是他们的杰出奉献和牺牲却往往得不到社会的认可,并经常受到反移民势力的攻击。据Abacus Data 调查显示,曾有55%的加国人士认为减少移民数额是加国经济增长的关键,另有62%的加国人士认为移民是社会资源的极大负担。在不断恶化的新冠疫情的今天,这些将移民视作经济增长威胁以及社会发展阻力的反移民势力应对自己的立场进行沉重的反思。
 
Immigrants have played a critical role in fighting for the adopted country and rebuilding and strengthening the economy during and after each historical war and crisis. However, they've been struggling with society's recognition for their remarkable contributions and sacrifices and facing backlashes from anti-immigration forces. 55 percent of Canadians in the Abacus Data survey said that less immigration was the best way to grow economy, while 62% believed immigration was a burden for social programs. The heightened Covid crisis brings a reckoning moment for those who see immigrants as a threat to the economy and a cause of harm to the Canadian social fabric.
