Opinion: Millions of CEWS money flown to corporate elites haunts low-income Canadians

CEWS, the costliest pandemic relief program, sent over $100 billion in payments to over 5 million businesses – including 388 publicly traded companies. However, a significant portion of the spending flew into profitable companies rather than helping struggling organizations cover wage expenses and preserve jobs. The misuse of the funds has substantial adverse impacts on the economy down the road, leaving millions of working-class people and those struggling to make ends meet to face the double whammy of high inflation and soaring interest rates.

The Auditor General's report paints a disturbing picture of how some big corporations abused federal funds and turned them into cash cows. Many receiving the subsidies – including big names in corporate Canada, hedge funds, and large money managers -- saw income growth in the second and third quarters of 2021, despite the program's eligibility requirement of an over 30% drop in revenue. Companies receiving the free handouts surged as Ottawa relaxed the edibility criteria and ignored the recipients' abilities to absorb a temporary downturn.

$15.5 billion, out of $100.7 billion CREWS payments, flew into businesses that did not suffer a significant drop in revenue and padded their bottom line. At least 68 publicly traded Canadian companies paid more than $5 billion in dividends while receiving CEWS, resulting in taxpayers directly subsidizing payments to shareholders. TFI hiked its dividend twice in 2020, paying out more than $67 million to shareholders while receiving $52.3 million in CEWS. High Liner Foods -- a $3.4 million CEWS recipient, increased its dividend by 40 percent, citing "improving free cash flow." More shockingly, the top executives of some companies raked in $171000 more in 2020 than in 2019 by changing the bonus rules and laying-off workers to protect their interests.

The billions of excessive federal subsidies helped surge stock portfolios and further enriched the top corporate brasses, enabling the lavish spending that drove the inflation rampage. The Scotiabank report said the government support programs accounted for 12% of the increase in inflation and were responsible for up to 1.25% of the ongoing interest rate hikes.

Taking the brunt of damages exacerbated by the riches' excessive spending is the group on the lowest income ladder. Many low-income households experienced a cost-of-living crisis as grocery bills skyrocketed, with typical annual expenses in 2022 increasing more than $1000 over the previous year and the rising trend to continue in 2023. Meanwhile, the rapidly rising interest rate has put a severe financial strain on debt-laden households. With the household debt service ratio increasing to 14% and continuing upward, many families face soaring mortgage bills and plunging household net worth.
