To fight Covid-19 outbreak, let’s change our behaviors for a while

The Covid-19 corona virus, or “Wuhan virus” as many are still calling it, has impacted all of our lives over the last 3 months. Here in Canada, we have a bit of a delayed effect that only intensifies starting in March. Personally, I engaged the epidemic on many levels at a much earlier time than most of the others.

今年/2020年一月份,我所住公寓大楼的居民提出了不可思议的建议,以阻止那些从中国回加拿大的人返回公寓居住。当时武汉的局势越来越严重,病毒在武汉的传播几乎达到顶峰。这些公寓居民的建议完全出自一种暴民心理。作为大楼公寓公司的董事长,我不能采纳他们的建议,因为这样做违法。
Back in January, residents in my condominium came up with crazy suggestions to stop people to enter the building as they return from China. It was a mob psychology at the time when Wuhan's situation was getting serious and virus transmission in that city was about to hit its peak. As President of the Condominium Corporation, I cannot grant them their wishes and it is not legal to do so.

To allay their fears, I started to locate Sanitizer dispensers and sanitizers to have them installed at strategic locations throughout the buildings. The cleaning contractor was also made aware of the additional needs to wipe down all elevator panels and railings, garbage chute handles, and all door handles within the buildings with disinfectants on a more frequent basis.

The odyssey to procure the sanitizers was rather dramatic. Many suppliers let us place the order, and then promptly cancelled within an hour due to a lack of stock. Some promised a delivery date only to have them delayed again and again. In the end, we ordered from multiple suppliers as we wanted to have sufficient inventory on our hands to make this item a permanent feature within our buildings. By early February, everything was in place and our residents' fears were gone.

At about the same time, the businesses in Chinatown were reporting huge losses in patrons and looking for relief from the Business Improvement Area (BIA) organization. As Vice Chair, I suggested the free distribution of sanitizer dispensers and sanitizers to each business establishment to help them with staff and patron hygiene to create the safe environment and increase their business volume again. Needless to say, another round of difficult dealing with suppliers even with volume purchases into hundreds of units this time around. As of now, there is still a shortage in sanitizer refill packages everywhere.

Face Masks were impossible to obtain since early January. Only very few people were wearing them until now and wearers were mostly students from mainland China. My understanding is that masks were purchased and sent back to China until recently. The supply of masks has eased up now as productions are rammed up and small quantities of them are secured by entrepreneurs from countries like Thailand and Egypt and shipped to Canada for sale.

Fast forward into early March, I was doing my weekly shopping when I realized that bottled water became a rare commodity in Costco. Another 10 days and toilet papers became the target for hoarders as well. Canada is a major paper product producer so I cannot fathom how the rumours stood up and why people believed in it, resulting in panic purchases. I witnessed a couple getting six packages of forty rolls of toilet papers each. That would be 240 rolls of toilet paper! They either have a huge family or severe cases of diarrhea in the family.

This week, the shelves in grocery stores were cleaned out of eggs, frozen vegetables and fruits, sugar, and rice. In fact, almost all non-perishable items were gone from the shelves. I have not seen this last time when we had SARS in 2003, or any other time since I set foot on Canada more than fifty years ago. The stores are restocking their shelves as fast as they can now but the hoarding continues, albeit in a smaller scale.

With Ontario declared a state of emergency, large gatherings over 50 people are shut down. At our Condominium, we stopped our Party Room rentals and use of all other amenities. Food delivery personnel are not allowed to go upstairs to their clients' apartments. Residents will have to come down to the Security desk to pick up their food.
这些预防措施至少要持续3周,我们应该能够度过病毒感染的高峰期。如果我们要闯过这一关,安省的每一个人就必须共同努力,遵循各个卫生当局的建议。让我们暂时委屈一下,以换取最佳的结果。
This shut down situation will go on for 3 weeks at least and with the precautions and measures taken, we should be able to go through the peak infection period under control. Ontarians have to work together and follow the recommendations from the various Health authorities if we were to pass through his period unscathed. Let us hunker down and hope for the best.
