CERB is over, how is Ottawa going to help those who are still struggling?

The Federal Government is attempting to prolong the hand-out of monies to many Canadians through the Emergency Response Benefit (CERB) program by replacing it with other programs. Ultimately, they want to introduce the Universal Basic Income (UBI) program. Many feel that this will turn Canada into a welfare state.

The Canada Emergency Response Benefit (CERB) gives financial support to employed and self-employed Canadians who are directly affected by COVID-19 this year. For those who are eligible, they can receive $2,000 for a 4-week period or $500 a week.

So who are the people eligible for CERB?

The Benefit is available to workers:

居住在加拿大,年满15岁;

Residing in Canada, who are at least 15 years old;

在2019年12月29日至2020年10月3日期间因COVID-19疫情而停止工作或有资格获得就业保险,疾病津贴,已经拿满了就业保险或拿满了渔业就业保险的人;

Who have stopped working because of reasons related to COVID-19 or are eligible for Employment Insurance regular or sickness benefits or have exhausted their Employment Insurance regular benefits or Employment Insurance fishing benefits between December 29, 2019 and October 3, 2020;

Who had employment and/or self-employment income of at least $5,000 in 2019 or in the 12 months prior to the date of their application; and,

Who have not quit their job voluntarily.

CERB is, no doubt, meant to help Canadians workers to survive the pandemic. However, many have taken advantage of this benefit and even collecting it when they do not qualify. Personally, I heard of people who are retired and still attempt to collect the CERB. Not long ago, one of my volunteering organizations tried to hire some part time works. Candidates first asked for payment in cash (not acceptable to us). Then, some asked to have less hours so they can stay on CERB. Finally, some asked for more hours so they can get off CERB altogether.

I also talked to many employers who lamented over employees not willing to come back to work when they reopened their businesses. Why risk it, the employees say, when you can stay home and collect almost the same money from working! For this reason, many businesses have to stay closed and many are struggling to find key persons to replace those employees staying home.

Now that the CERB has wound down and finishing on September 26, 2020, people who are still jobless are transitioning to employment insurance (EI) to help get them through the next phase of the pandemic. Employment Minister Carla Qualtrough has said the changes aim to strike a balance between the need to avoid discouraging people from working and the need to support Canadians who, despite making an effort, still aren't working or have significantly reduced hours.

CERB paid out about $80 billion in benefits to nearly nine million people. Most people who were collecting CERB will automatically transition to EI, which will provide a taxable benefit of at least $500 a week, or $300 a week for extended parental benefits. EI claimants are eligible for at least 26 weeks.

Who are the Canadians who need to apply for EI ?

People with 900-series social insurance numbers, such as temporary foreign workers and international students;

Self-employed workers who received benefits through Service Canada; and,

Canadians who received CERB through the Canada Revenue Agency but could have 120 insurable hours and could meet other eligibility criteria. CRA officials have started to proactively reach out to roughly 400,000 people in this category.

EI recipients are eligible at the end of the first two weeks they're out of work. That means people switching to EI from CERB will be eligible for their first payment as of October 11. More than 80 per cent of eligible Canadians using direct deposit can expect their first payment by October 14 — about three days after they become eligible.

The Canadian Federal Government is so generous to its citizens and eligible workers! It created three new benefits for those who don't qualify for EI, providing a payment of $500 a week. The new benefits are included in Bill C-4, which is being debated in Parliament.

We will explore these three new benefits next time.
