A $528 million budget shortfall has left the city scrambling for sources of revenues. But having promised not to raise property taxes above the rate of inflation, Mayor Tory has resorted to road tolls – a measure he strongly opposed to during his 2003 mayoral campaign where he organized an anti-toll protest.  A week after the cash-strapped city raised the transit riders’ fares, Tory will make a controversial pitch to impose tolls on the Gardiner Expressway and Don Valley Parkway, a move intending to show that the city’s financial burden is being shared more broadly.
